Hyper-v: Erro 0x80070569 ao criar Máquina Virtual – Windows Server 2012 October 21, 2013

REcentemente em uma implementação de Cluster de Hyper-v no Windows 2012, ao criar uma VM indepedentemente do local de armazenamento

Local\Storage e até USB o erro era o mesmo.

Realizando o troubleshooting, cheguei nesse KB que indicou o problema e a solução

Causa:
This issue occurs because the NT Virtual Machine\Virtual Machines special identity does not have the Log on as a Service right on the Hyper-V host computer. Usually, the Virtual Machine Management Service (VMMS) replaces this user permission at every Group Policy refresh to ensure it is always present. However, you may notice that Group Policy refresh does not function correctly in certain situations.

Solução:
Nesse caso, adotei a negação de GPO para os nós de Cluster, conforme a recomendação da MS http://support.microsoft.com/kb/2779204/pt-br
(Only group policies that apply specifically to Hyper-V host machines should be applied to this OU. This minimizes the risk of a policy conflict affecting the proper functioning in a Hyper-V host.)
